Job Purpose :
To lead the HR function in Luxembourg with the highest standard and quality of HR service, processes and procedures to the business, ensuring end to end delivery of HR governance and professional HR services to Luxembourg and related legal entities.
The CHRO will develop and implement respective HR strategies and synergies to support the business, providing support and guidance to the CCO, Business Leads and line managers, across business, function and products areas in Luxembourg.
Job Background / context :
This role will focus on providing HR support to multiple client groups in, within a heavily matrix environment across the following Citi business lines : Investor Services, Markets, Private Bank, TTS, Global Functions, and Operations and Technology.
The headcount is approx. 140 employees.
The role is based in Luxembourg, and consideration will be given to internal candidates who are interested in secondment.
Key Responsibilities :
Franchise Risk Management
Primary relationship with regulators, unions / work councils and state authorities
Contributing member to franchise risk and governance committees (CCC, BRCC, Pension Committee, Policy Committee may also be Chair of one or some of the Committees)
Manage HR risk in country relating to : labor law, legal, regulatory requirements including reporting requirement and ensuring risks and controls for country key processes are managed effectively;
and ensure the accurate completion and on-going monitoring of the Manager Control Assessment (MCA) process
Primary interface with Internal Audit on HR as well as other franchise business / functional audits; plan, provide required documentation, manage requests, create and deliver on Corrective Action Plans as required, and interface as appropriate with HR Control and Compliance for support
Manage external HR examinations including audits by regulators or government agencies and ensure appropriate internal reporting is met
Support on complex HR regulatory issues and labor litigations in partnership with internal or external counsel
Manage collective and individual negotiations on labor cases (collective agreement, redundancy program, local consultations)
Lead country labor relations strategy (negotiations with unions / worker council) to support a stable labor relations climate
Responsible for ensuring ethics related investigations are carried out as directed by the Ethics Office, draft report and work with appropriate partners to action the recommendations
Accountable for HR restricted commodity approval, e.g. comp and ben expenses, according to policy or regulation
Strategic Human Resources Management
Key advisor and coach for CCO
Work with CCO and Senior Leadership team to ensure robust franchise Succession Plan is in place for critical roles, including CCO
Champion local branding efforts including media recognition for Top Employer awards, and other branding initiatives
Work with country senior management to embed the Citi culture that promotes engagement, ethical conduct, business / sales practices, diversity and inclusion
Responsible for interpreting and developing country HR policy and ensuring compliance to changes in regulation and legislation
Accountable for creating, and embedding an in-country strategy in line with the Citi strategy, including talent, that considers local regulation, Citi brand, local market intelligence and related competitor activity
Keep informed of the changing business strategies and human capital requirements to deliver within country
Bring local market intelligence into local and regional decision making committees and forums
Contributing member to the Citi Franchise Committee (CFC) where new products or business are approved for the franchise
Franchise and Organizational Leadership
Provide HR leadership to key franchise decisions and implications on talent
Responsible for aligning local, global and regional priorities and ensuring local legislative and regulatory environment is accounted for
Embrace and promote HR change initiatives and technology solutions to deliver HR processes in-country to ensure the best employee and manager experience
Contribute to the broader Citi and HR agenda around innovation and being the best for our clients by understanding and delivering on HR global strategy
Responsible for leading the country HR team where there is one, and where CSCs are present provide management and / or in partnership with CSC’s;
Support HR and Citi projects as required (legal vehicle set up, migrations, org changes, system changes including liaising with local legal union regulators)
Ensure partnership across all HR functions and key stakeholders to deliver local manager and employee experience (e.g.
HRSS, Finance, Legal, Compliance, Public Affairs, etc.)
Accountable for ensuring execution and delivery of employee life cycle activities (e.g. compensation, benefits, mobility, resourcing, LandD, diversity, talent etc.
and generalist services (in-country or remote)
Manage end to end relationships with HR vendors to ensure compliance with Citi’s policies and practices, including onboarding new vendors, renewing contracts, meeting all information technology and compliance requirements, as well as provide oversight over service levels, regulatory requirements, billing rates
Responsible for ensuring any HR or HRSS operational or payroll issues, including compensation impacting, are communicated to the CCO and other relevant stakeholders (e.
g. regulators, audit). Partner as appropriate with HRSS in-country and Regional Head to ensure necessary corrective actions are in place

The successful candidate will gain an in-depth understanding of all functions within the HR, and will gain expertise in delivering HR services in a very large and complex organization.
A number of skills will be strengthened by this position including Leadership and Talent Management.
The Luxembourg HR Head will be exposed to all areas of the HR organization and will have a chance to drive and structure its on-going transformation.
This is an opportunity to take a key senior leadership role within Citi’s new HR Operating model. This is a critical Senior HR role within the Western Europe Cluster.
The successful candidate will gain an in-depth understanding of all functions within the HR arena, and will gain expertise in delivering HR services in a very large and complex organization.
This role will have significant exposure to Senior Management and will have the opportunity for involvement in formulation / design and implementation of HR Policy.
Knowledge / Experience :
Minimum 7+ years HR Generalist experience, preferably in a global / complex / matrix organization, with at least 5 years’ experience supporting businesses at a senior level
Experience in dealing in an international environment and ability to leverage on service centers
Specialist knowledge of local employment law / practices
Knowledge of broader EU employment law / environment, with strong negotiating skills and experience in operating in a complex collective employee relations environment, and
Track record of delivering results and meeting plans in a busy environment
Recognized leader who embraces change and has proven experience of delivering strategic HR initiatives
Commercial awareness and a solid understanding of how HR adds value to the business
Knowledge and experience in social, employment and payroll related laws
Skills and Competencies :
Fluency in French and English required
Excellent interpersonal, communication, diplomacy, analytical and influencing skills
Project management and delivery within agreed timescales
Collegial, direct communicator; comfortable working in a regional environment
Strong organizational skills and the ability to multi-task effectively in a high-volume environment

Degree in Business, Human Resources Management or related discipline
Proven track record of successful HR delivery in financial services environment
