The EIB , the European Union's bank , is seeking to recruit for its Operations Directorate, Operations Support Department, Central Implementation Division (OPS / OSD / CID), at its headquarters in Luxembourg, a (Senior) Rating Desk & Risk Sharing Officer .
This is a full time position at grade 5 / 6.
The term of this contract will be until 30 June 2021, as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen
Panel interviews are anticipated for early-mid October
The position of (Senior) Rating Desk & Risk Sharing Officer ( internally referred to as (Senior) Officer Lending Operations) consists in covering several tasks related to the implementation of Risk Sharing and / or Guarantee products operations.
Financial analysis and rating of sub-investment grade counterparts in corporate, public and financial sector (including project finance)
Financial monitoring of complex risk sharing operations (ABS, Linked, Delinked, structured finance / FLP transactions), including contractual review.
Event resolution (including remedies) of these operations, including renegotiations in collaboration with OPS Front Office.
Review of new risk sharing and guarantee operations in order to ensure their future implementation is compliant with existing procedures.
The post is in a small team reporting to the Head of OSD-4 Division.
The job is challenging given the (i) the credit knowledge required to perform rating activities and (ii) the high complexity of the several risk-
sharing products currently being monitored by the Unit under several different mandates. (iii) the versatility of the required competencies such as legal, financial, information technology etc
Rating of underlying Risk Sharing counterparts
Manage the assessment of the risk sharing or guarantee transactions at the due diligence stage
Analyse the credit risk (perform financial spreading, draft financial notes, prepare rating recommendations and scoresheets) for sub-
investment grade counterparts in the corporate, public and financial sectors (including small project finance operations)
Provide expertise for financial analysis in support for OPS Loan officers, in line with the implementation of the Financial Statements Database project launched by TMR.
Represent and coordinate with OPS for matters related to procedures, processes and reviews of financial tools, rating models and Best Banking Practise within the OPS.
Coach and provide guidance to less experienced staff for financial analysis, credit reviews and rating proposals.
Financial monitoring of Risk Sharing and Guarantee based operations
Conduct the financial monitoring of an assigned portfolio of complex risk sharing operations, Asset Backed Securities and portfolio guarantees with a high degree of autonomy
Propose remedies in order to ensure that the Bank's interests on outstanding operations are preserved.
Assess the credit risk (mainly through the review of transactions and the valuation of existing exposures
Assess compliance with contractual terms (through contract reviews) and report breach of Contract Events (eg including Late Payment).
Identify (and / or implement whenever required) appropriate action in case of material changes (eg interest rate modifications; prepayments).
Propose and implement remedies for post signature events for all Guarantee operations within the Bank (including processing of waivers and amendments)
Participate in the renegotiation of existing contracts (lead negotiations for OPS)
Coach and provide guidance to less experienced staff in the execution of financial monitoring processes.
Best Banking Practice, FSDB project and Standardisation of Financial Notes
The unit is also responsible for implementing within OPS the Financial Statements Database project launched by TMR.
Training and assistance to LOs on how to perform financial spreading according to the bank's guidelines will be piloted from the unit, as well as ensuring the quality for data entered by OPS in the FSDB.
The unit is also responsible to propose a new Financial Note in line with the findings from the Lending Appraisal Audit.
The unit is representing OPS for matters related to procedures, processes and reviews of financial tools, rating models and Best Banking Practise within the OPS.
University degree (Master) with senior expertise in financial analysis.
Knowledge of structured and complex operations (securitisations, project finance) would be a distinct advantage for the position.
At least 5 years' professional experience in banking, finance or other areas relevant for the role, notably in front-line bank lending or middle / Back Office environment related to lending activities;
expertise in financial analysis.
Excellent command of written and spoken English and / or French (*). Good knowledge of other European Union languages would be an advantage.
