Your Role

For the central Procurement Department :

  • Management of procurement on a category management basis
  • Adherence to legislation and policies
  • Advice to the wider organisation, leadership of change in procurement
  • Supporting the wider University via Procurements Delegates (POD) and Super Users .
  • For the ICT department or Library :

  • Act as Procurement Delegate (POD) for relevant department. Management of OTPs, Contracts, Software licenses, Data related to acquisition
  • Budget preparation & control
  • Manage day-to-day activities within the procurement service : purchases, control of invoices, creation of suppliers, control, validation and follow up of purchase orders etc
  • Assess, manage and mitigate department-specific risks in terms of procurement
  • Be the main contact person to the Finance Department and / or Procurement Department to manage the financial aspects of an order
  • His / her specific responsibilities include, but are not limited to :

  • Develop and implement procurement policy and processes in cooperation with management
  • Analyse procurement needs and requirements on short and long term in line with internal customers
  • Signal, analyse and interpret relevant market developments
  • Compare, assess and select existing and new suppliers after approval of internal client, as well asorganise and manage call for tenders / tendering procedure
  • Ensure compliance with the public procurement rules and procedures
  • Negotiate contracts with (possible) suppliers concerning price, quality and delivery conditions
  • Build and maintain relations with, and assess and optimise performance of suppliers
  • Draw up, monitor and (when necessary) adjust agreements and manage continuation of agreements, after approval of responsible management
  • Support the local or central department to manage short and long term supplier spend
  • Ensure internal reporting on the performance of procurement department
  • We offer

  • Several years of experience in a purchasing environment with proven work experience
  • The ideal candidate has experience with public tenders in Luxembourg
  • Knowledge of SAP MM is a nice to have
  • Project management experience preferred
  • Diplomacy and excellent communications skills
  • Solution oriented attitude; Analytical skills
  • Excellent knowledge in English, German and French, Luxembourgish will be considered as an asset
  • Understanding of accounting and links between procurement and finance
