The EIB , the European Union's bank, is seeking to recruit for its EIB Global Directorate,Strategy and Partnerships Department, at its headquarters in Luxembourg, a Head of Strategy and Partnerships Department.

This is a full time position at grade 8 / 9.

Purpose

As Head of Strategy and Partnerships, you will define, develop and consolidate, in agreement with the Managing Director (MD) and the Deputy MD (DMD), the EIB Global’s strategy as well as its partnerships with other EU bodies, Member States, other donors and multilateral, EU national and other development finance institutions.

You will ensure intelligence gathering on external developments for the consideration of EIB Global; developing further the vision and values for the EIB and the Group as well as goals and shorter term specific objectives;

carrying out analysis in various areas (strengths, weaknesses, opportunities and threats) including impact and results compared to expectations, are the key activities that you will steer.

Moreover, you will lead EIB Global’s relationships with the EU institutions, International and bilateral Financial Institutions and stakeholder groups and coordinate the relations between EIB Global and the Member States in close coordination and to a great extend relying on General Secretariat.

This includes the coordination of the development of new mandates for EIB Global.

You will also contribute to the reshaping and reorganisation of the activities of the department in 2022, both internal within EIB Global and in the relationship to other EIB directorates.

Operating Network

You will be reporting to the Managing Director and will be managing approximately 100 direct and indirect reports.

Accountabilities

Lead and coordinate within EIB Global the definition, development and consolidation of an operationally and politically successful and financially sustainable strategy

Provide leadership and advisory support in all phases of the strategy definition process; in all aspects of institutional relations;

and in negotiations at all levels

Guarantee that the strategy is well embodied within EIB Global and create support for the strategy so as to effectively implement and deliver on the set strategic goals

Ensure good relations with the institutions of the Member States, the EU and International Financial Institutions as well as other relevant organisations

Ensure the establishment of impactful, complementary and financially sustainable mandates

Ensure good relations and cooperation with EIB Global’s peers especially Multilateral Development Banks and EU Development Financial Institutions

Represent the Bank externally and maintain and develop relationships as appropriate with external partners (other EU bodies, international organisations, government representatives, major customers, financial institutions, etc.

in order to build cooperation and promote EIB Global's image

Analytically support the Managing Director and Deputy Managing Director in the implementation of EIB Global’s contribution to the group operational plan, including setting up the right incentives and breaking down targets

Overview and guide EIB Global’s contribution to and the implementation of the group operational plan

Represent own department within EIB Global and in the group in order to build and foster cooperation

Ensure that staff within the department, have the right competencies, objectives and motivation to contribute to strategy design or to institutional relations and support the continuous learning and development of staff

Make sure that the Department staff establish good relations and negotiate effectively with their external counterparts;

cooperate effectively with their colleagues in the Brussels Office.

Qualifications

University degree preferably in economics, business, finance, accounting, law, political science or other related field

At least 10 years of relevant professional experience in government, NGOs, EU institutions, International Financial Institutions or similar organisations.

Experience in several of these would be considered an advantage

Solid experience in strategy formulation, partnerships building and / or mandates’ conveyance

Experience in multi-party institutional negotiations

Deep understanding and extensive knowledge of EIB objectives, strategies, policies and processes

Experience in or proven ability for managing and coaching people ideally in multicultural environments or international organisations (e.

g. contribution to : deciding on team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks;

guiding, motivating, coaching and providing feedback). Ideally with a minimum of 5 years of experience in a managerial role.

Experience of managing a team spread over several locations would be an advantage

A good working knowledge of English and a good command of French*. Knowledge of additional EU languages would be an asset.

There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French.

If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages

The term of this contract will be four years. The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirementsand individual performance.
