As a Sourcing and Contract Management Officer (internally referred to as (Associate) Officer Planning & Budgeting), you will be responsible for the design, negotiation, establishment, management and administration of contracts and vendor relationships within OPS, in the most efficient and flexible way, and in compliance with the relevant procedures, policies and following best practices.

You will also be responsible for ensuring effective horizontal and vertical communication within Ops and with other internal and external counterparts.

Operating Network

You will work in a diverse team under the direct supervision of the Head of OPS Resources Management Unit and work closely with other members of OPS and the Bank in relation to the procurement and management of services for OPS.

Internally, you will have frequent contact with Procurement and Purchasing division, Legal Services, and the Compliance Office.

Externally, you will maintain contacts with external suppliers and vendors, contract and vendor managers from other EU institutions.


  • Contribute to the implementation of policies and procedures for Ops contract and vendor management
  • Proactively propose new mechanisms, sourcing models and policies and applying best practices and standards to improve contract and vendor management related processes
  • Manage complex procurement procedures, contracts and projects in an independent manner, consulting the Head of Unit for matters outside his / her scope of authority, including :
  • o Prepare calls for tenders : from launch to signature of the contract.

    o Contribute to the analysis and evaluation of bidders' proposals relating to the bid's requirements

    o Advise OPS departments in identifying and translating business needs into requirements, sourcing models and contract terms whilst ensuring compliance with internal norms and procedures and striving for the best value for money

    o Prepare or contribute to the preparation of contractual and tendering documents such as Requests for Proposals, Terms of Reference, Specifications, etc.

    for the procurement of products and services, based on defined templates and in line with the Bank's rules and guidelines on procurement

    o Liaise closely with the OPS departments, the Procurement Division, Compliance Office, Legal and other services of the Bank throughout the contract life cycle (pre-

    award, award and post award phases) to ensure their timely intervention and delivery of required inputs

    o Apply efficient communication in managing good relationships with all internal and external stakeholders

    o Apply continuous and conscious risk management with a view to understanding, identifying, assessing and addressing risks in all the phases of the contract cycle

    o Collect and analyse and data to prepare statistical reports.


  • University degree in relevant field of studies such as Finance, Law, Business Administration. A qualification in public procurement would be an advantage
  • At least 3 years of relevant professional experience in contract and / or vendor management, services procurement or outsourcing, preferably in an IFI context and including an understanding of purchasing and contract law, especially public procurement regulations and practices relevant to EU institutions
  • Experience in working with multicultural and international teams
  • Key technical / professional knowledge and skills
  • Understanding of administrative procedures related to the management of service contracts an calls for tends in public institutions
  • Good understanding of the trends and developments within the sourcing market
  • Sound knowledge of contract negotiation, procurement techniques and best practices
  • Strong project and process management skills with the ability to handle multiple contracts, projects and a wide range of tasks
  • Very good knowledge of Microsoft Office tools
  • Excellent knowledge of written and spoken English and a good command of French*
