Head of Learning, Compliance Operations

Amazon’s Product Assurance, Risk, and Security organization (PARS) is seeking a forward thinking learning and development expert and experienced program manager to elevate and enable our global operations.

The Head of Learning (Compliance Operations) will excel at talent benchmarking, operationalizing learning programs for scale and sustainability across geographies, and possess a deep understanding of human performance improvement (HPI) methodologies.

This leader will have global oversight for learning and development programs that span the employee lifecycle including new hire training and professional development initiatives.

These programs will be role and skill specific and ensure entry-level and mid-career professionals are able to meet the core responsibilities of their current and future positions.

Participants in these programs support our Compliance Operations function (C-Ops). C-Ops ensures that Amazon transactions satisfy legal and safety requirements in compliance with guidelines set by regulatory bodies.

They identify the risk involved in handling hazardous products and classify products with appropriate hazmat attributes.

This team also reviews aspects of regulated product transactions (distribution, shipping, sale, and import / export). A large concentration of this workforce is located in Europe and Asia.

To be successful in this role the program leader will need to excel at leading without authority, partnering with customers and stakeholders to align strategies and level-set on expectations, and operate with a high-level of autonomy to deliver solutions which are on time, on budget, and yield measurable results.

Experience building blended solutions for front-line workers distributed across multiple locations and countries is required.

Proficiency with data gathering and analysis as well as the ability to rapidly develop and iterate on solutions are critical.

This is a people manager role leading a team of Learning Experience Designers, Trainers, and Program Managers. This role reports to the Head of PARS Talent Development.

Specific Expectations

Performance Consulting

  • Work backwards from business goals and metrics as well as identified performance gaps to identify root-causes of gaps and opportunities for improvement through education
  • Consult customers and stakeholders on root-causes of defined performance gaps including when, where, and why training might mitigate or close the gap as well as when it will not
  • Producer

  • Establish relevant, observable, and measurable goals and objectives
  • Right-size solutions by balancing customer needs against business realities
  • Leverage data to drive design decisions
  • Content Strategy

  • Identify and align deployment strategies to ensure content reaches end-users throughout the employee life-cycle at the appropriate cadence and scale
  • Develop innovative and simplified solutions which maximum knowledge and skill acquisition (capability) while minimizing the operational burden (e.
  • g. seat time) associated with training

  • Drive content agility to develop multiuse learning objects and solutions
  • Content Audit

  • Develop and implement mechanisms to audit and update content
  • Align content with policies and standard operating procedures (SOPs)
  • Manage a catalog of diverse learning objects and evaluate their efficacy
  • Note - Position is open in any of the Amazon locations in EU region.

    BASIC QUALIFICATIONS

  • Bachelor Degree (job specific experience can be used in place of formal education)
  • Ten or more years of related experience
  • Experience with one or more Human Performance Improvement (HPI) methodologies e.g. Rummler-Brache, Six Box Performance Chain, etc.
  • Experience leading diverse L&D functions e.g. classroom trainers, LMS administrators, Instructional Designers, Content Strategists, etc.
  • PREFERRED QUALIFICATIONS

  • Experience reporting directly into a business leader or owner (CEO, COO, CFO, or other non-HR specific function)
  • Experience managing third-party vendor relationships and projects
  • Advanced education (MS, MA, PhD)
  • Professional certification in Program and / or Project Management
  • CPLP, CPTD, or similar certification
