PayPal is seeking an EMEA Regulatory Strategy and Engagement Director for its Risk, Reputation, and Product Services (RRPS) Global Regulatory Relations (GRR) team.
This Director provides seasoned leadership and judgment in partnering with key PayPal stakeholders to coordinate strategic opportunities and ongoing relationship advancement with PayPal’s regulators.
The position reports to the Sr. Director APAC and EMEA team and will have responsibility for assessing the strategic regulatory opportunities facing the jurisdictions in the region, partnering with Legal, Government Relations and RRPS counterparts to develop comprehensive regulatory strategic plans, and providing support and oversight for execution of regulatory strategic plans.
The Regulatory Strategy and Engagement Director is also responsible for providing training and advisory support on the global regulatory engagement framework, including the licensing, examination, and regulatory reporting processes as well as ad hoc regulatory inquiries.
Drive development and execution of EMEA regulatory strategic engagement plans to strengthen PayPal’s regulatory relationships in the EMEA jurisdictions in which it operates
Maintain ongoing participation with relevant EMEA industry forums to strengthen PayPal’s FinTech industry relationships and identify strategic opportunities for PayPal to demonstrate thought leadership
Coordinate, support and provide guidance to cross-functional PayPal stakeholders in addressing ad hoc regulator inquiries
Partner with the EMEA Government Relations team to monitor prospective changes in laws and analyze impact
Coordinate with cross-functional stakeholders to facilitate timely communication to regulator and regulator-adjacent bodies regarding noteworthy events such as : media, product launches / changes, and mergers and acquisitions
Develop, maintain and report Key Performance Indicators (KPIs) regarding PayPal’s regulatory relationship management effectiveness
Support the development and maintenance of the global regulatory engagement framework policies, procedures and protocols
Assist in the development and launch of training to key PayPal stakeholders regarding the global regulatory engagement framework, including : the exam management process, regulatory engagement protocols, and the PULSE exam management and regulatory interactions modules
Coordinate with RRPS Risk and Compliance Officers to ensure the adoption of PULSE for input of regulatory interactions
Coordinate, draft, and review written communications to regulatory bodies, as appropriate
Analyze sources of regulatory feedback on an ongoing basis, including regulatory communications, inquiries and exam findings, to identify, trends, potential areas of material regulatory risk or opportunity and drive corresponding changes to regulatory engagement strategies, reporting to senior and executive leadership
Partner with cross functional groups within the organization to understand, prioritize and document areas of regulatory risk and opportunity
Leverage insights from regulatory engagement and communications to identify areas of opportunity within the organization to proactively address control weakness and coordinate with internal stakeholders to create an effective feedback loop
Liaise with RRPS Project Management Office to ensure review and closure of regulatory commitments, as appropriate
Support RRPS Risk and Compliance Officers in the deployment of licensing strategies
Perform additional tasks as needed to support development of proactive EMEA regulatory strategies to drive competitive advantages
Coordinate and partner with stakeholders to manage ad hoc issues and opportunities that have material regulatory impact

Bachelor’s degree required
Relevant compliance experience in the financial services industry, with financial services reporting experience and / or regulatory examination management experience preferred
