Contract Management Specialist (M / F)
Your tasks :
To drive the design, the implementation of contracts and to give a continuous improvement and standardisation of contract management practices across the Department’s portfolio of supply, service and works contracts;
To contribute and to ensure the continuous improvement / integration of lessons learned into contracts and to collaborate with the Division’s Quality Assurance, Systems & Reporting Unit to document contract management procedures;
To act as a first point of contact concerning questions about contract management, legal and procurement aspects and to offer support by analysing business requirements, by developing suitable contractual mechanisms and by reviewing contracts and standardising practices;
To review call for tender documents and to manage communication with stakeholders involved in the procurement process;
To support the negotiation of lease and service contracts, while critically reviewing existing contracts and suggesting improvements when possible;
To ensure that the Department’s contracts register is kept up-to-date for managerial decision-making;
To contribute to the periodic activity reporting, dashboards and to report regularly on progress;
To ensure flexibility and efficiency in compliance with the relevant policies, procedures and best practises.
You profile :
You obtained a University degree in either Law / Contract Management, in Business Administration, in Political Sciences or in a field linked to International studies -
A postgraduate level in Legal studies is an asset;
You have acquired experience in Contract Management and Procurement, with a sound experience in Contract Design and Public Tendering, ideally within an international organisation or a public administration;
You speak fluently English (C1) and French (C1) and your written skills in both languages are excellent as well;
Your proven skills include Contract Design and in implementation;
You have at least a fair knowledge of Service Level Agreements and performance measurement on the basis of Key Performance Indicators and / or results;
You have a least a fair knowledge of the legal framework and regulations governing contract management and EU public procurement;
You are a team player and immediatly available for a CDD.
