The EIB, the European Union's bank, is seeking to recruit for its Legal Directorate (JU) Legal Department, Corporate (CORP) Regulatory Matters Division (REG) at its headquarters in Luxembourg, a (Associate) Lawyer - Specialised in Prudential Regulatory Matters.

This is a full - time position at grade 4 / 5. The term of this contract will be 4 years.Panel interviews are anticipated for beginning of JuneThe EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

PurposeThe successful candidate will deliver the legal services required by the Bank in the area of EU and international banking and financial regulations.

Operating NetworkAs an (Associate) Lawyer, internally referred to as (Associate) Officer Legal Services, you will act under the authority of the Head of Division and in accordance with priorities established by him / her, in agreement with the Head of Department.

You will work in close co-operation with other lawyers of the Division and of the Legal Directorate as well as with other Services within the Bank, notably the Risk Management (RM) and General Secretariat (SG) Directorates.

AccountabilitiesThe responsibilities of the REG Division broadly encompass all types of legal issues in relation to regulatory matters, in the areas of internal governance and risk culture, market conduct, prudential requirements, reporting, financial and non-financial disclosures and other related regulatory topics.

  • Under the supervision of the Head of Division, whose instructions s / he will follow when dealing with complex files and whose approval s / he will seek on fundamental or unusual matters, the lawyer will be requested to : Provide legal advice and analyse regulations, standards and guidance being prepared or having been adopted by the EU and / or other international organisations and / or regulators affecting EIB’s activities in particular in the areas of prudential requirements (CRD / CRR) and other related regulatory topics such as sustainable finance;
  • Assist EIB’s Services and Management in assessing to which extent EU and international banking and financial regulations should be applied by EIB as best banking practice and in implementing the EIB’s best banking practice framework;
  • Assist EIB’s Services in regulatory and supervisory matters;Represent the Bank’s Legal Service in internal working groups (meetings, task forces ) to deal with specific issues related to EIB’s best banking practice framework;
  • Maintain contact with the Division’s counterparts, both within and outside the Bank (may involve travel);Make legal presentations to various internal audiences.

    While the successful candidate will be expected to work mainly on prudential matters in line with the description above, s / he may also be asked to work on other regulatory areas as and when necessary, depending on team workload and availability.

  • QualificationsUniversity degree in the law of one of the EU Member States and / or an equivalent professional legal qualification;
  • At least 3 years professional experience, preferably in the field of international and EU banking and financial regulations;
  • Past experience in an international law firm or a supervisory authority would be an asset;Sound knowledge of the main aspects on institutional and substantive EU law;
  • Good knowledge of the Bank’s objectives, policies and procedures in the relevant domain;Experience in working with the EU institutions / agencies, regulators and / or other multilateral banks would be an advantage;
  • Familiarity with standard IT tools and Bank working procedures;Excellent knowledge of written and spoken English or French (*) and a good command of the other one.

    Knowledge of another language of the European Union would be an asset;CompetenciesFind out more about EIB core competencies here(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French.

  • If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank'
