BI Luxembourg (Treasury) : Vice President, Business Development

  • Barclays carries on a range of Treasury and Investment Banking activity in Luxembourg, with a focus on :
  • Managing, securitising and financing portfolios of fixed income assets
  • Providing funding for Barclays’ international operations
  • Entering into bespoke transactions to optimise the bank’s regulatory capital position
  • Equities trading and investment
  • Barclays has around 45 full time employees based in Luxembourg, comprising front office Treasury and Investment Banking staff, together with the full range of infrastructure functions required to support the business.
  • Role purpose

    The role is a Vice President in the BI Luxembourg Treasury team.

    The role involves :

  • Working within the Business Development team, creating and developing new business and funding transactions for Barclays’ Treasury business in Luxembourg.
  • Ensuring that Barclays is prepared for changes in the commercial environment which could affect its business in Luxembourg (including changes to relevant rules and regulations).
  • Assisting the Luxembourg Country Manager and Head of Business Development in obtaining support for the business from senior management and other stakeholders.
  • Key accountabilities

    Progress business ideas from initial concept to approval as part of the Business Development team, and support colleagues in execution.

    Work closely with internal stakeholders to ensure that the risks and benefits associated with Barclays’ business in Luxembourg are clearly articulated and understood, so that appropriate decisions can be made.

    Monitor changes in relevant laws and regulations (e.g. UK and Luxembourg and tax regimes, bank capital requirements, etc.

    and work with the Head of Business Development to manage any potential consequences for BI Luxembourg.

    Develop junior members and provide technical assistance and advice to other members of BI Luxembourg.

    Essential skills / person specification

    Experience developing innovative, commercially driven transactions in a structuring environment.

    Understanding of (i) relevant UK and European regulatory rules, (ii) IFRS, and (iii) the UK’s transfer pricing and controlled foreign companies rules.

    Practical experience of applying tax, accounting and regulatory rules in a commercial context, ensuring that Barclays’ business operates efficiently, while mitigating the associated risks.

    Strong analytical and mathematical skills.

    Able to articulate complex ideas to a varied audience.Can write clearly in English, and present convincingly.

    Excellent educational background.

    Preferred skills and experience

  • Familiarity with relevant Barclays’ approvals committees and processes including : Investment Bank Transaction Review Committee;
  • Committee for Transactions with Tax Risk; New and Amended Product Approvals.

    Has worked on cross border transactions and appreciates the consequences of transactions between entities governed by different accounting, regulatory and tax regimes.
