Amazon Payments Europe in Luxembourg is seeking an intelligent, dynamic, innovative and driven Senior Compliance Manager to function as the Compliance Officer and lead the Compliance team for the payments entity to process payments in the Amazon EU marketplaces.

This position is critical to support the growth of Amazon payments business across Europe, develop Amazon Payments’ compliance strategies and relevant policies, and ensure their rigorous implementations across all functions within the company while guaranteeing sustained regulatory compliance.

Amazon Payments Europe ( APE ) offers payments programs and services leveraging Amazon’s extensive presence in Europe, large customer base and sophisticated technologies.

The Senior Compliance Manager will support all aspects of the APE Compliance Program, including Anti-Money Laundering (AML), Payment Services Directives, etc.

This includes internal and external activities, in line with the business growth and regulatory developments. This person will be acting as the Money Laundering Reporting Officer (MLRO) for the APE entity.

The Senior Compliance Manager will work on the development of implementation strategies when such changes arise. This role will drive implementation of compliance control as highlighted in the AML and Compliance Risk Assessments.

This role will include a broad set of cross-functional responsibilities to ensure that all personnel are properly trained, processes are scalable, and metrics are accurately reported.

He / She will be responsible for the monitoring of regulatory changes.

He / She needs to have in-depth strategic thinking and the ability to work in a fast-paced environment across a large number of functional groups and be able to manage the business needs of APE, understand the customer experience and make business oriented recommendations to ensure Compliance with key requirements.

Senior Compliance Manager will also partner closely with the Compliance Operations Team to ensure effective execution of the Program.

Core Duties and Key Strategic Objectives

  • Proactively identify situations that may pose significant compliance risk and guides management in the development / reviewing / updating of relevant policies, procedures and business practices
  • Drive a compliance review and analysis of new regulatory developments and maintains oversight of developments impacting business activities
  • Participate and collaborate in compliance advisory and integration projects as well as conduct compliance assessment and define requirements as needed for the approval of business projects and initiatives such as new product development and changes to existing products
  • Oversee and manage board and regulatory reporting, including ad-hoc requests from regulators, and manage compliance with consumer protection requirements
  • Work closely with key functional organizations to ensure proper implementation, reporting and change management
  • Prepare reports to Management, the Supervisory Board, and the CSSF on a timely basis all relevant compliance issues through periodic reports as well as escalating any key or high risk compliance issues
  • The Senior Compliance Manager will also provide support to the business with launch of products to ensure regulatory requirements are met by overseeing the APE Compliance Team providing guidance, as appropriate

  • Work cross-functionally across multiple teams to ensure execution against regulatory requirements and internal policies
  • Collaborate with internal Compliance teams (such as AML Compliance, Compliance Operations, Risk & Controls) to identify clear steps necessary to mitigate those regulatory risks and provide those recommendations in the form of clear business requirements
  • Partner with Product Managers to educate and drive the appropriate execution of APE compliance requirements
  • This role is critical to the overall execution of our Compliance Program, and is a critical participant in maintaining the Compliance Roadmap and arming the team with readily available templates and documents, as required. This role will also :

  • Partner with Legal and work to implement Program changes to comply with the changing regulatory environment
  • Partner on the compliance new product intake and change management intake processes and control requirements
  • BA / BS
  • Extensive experience of the financial industry with proven experience in compliance function
  • Working knowledge of financial institutions, and / or banking compliance in EU, including in-depth knowledge of anti-money laundering requirements, credit compliance and consumer protection, data protection, anti-corruption regulations.
  • Sufficient Proficiency is systems and process design to provide requirements to technology and operational teams
  • Excellent English communication skills and writing skills
  • Experience in partnering with and advising senior business clients, particularly in the context of a rapidly changing and growth oriented environment
  • Strong problem solving, operational process and analytical skills
  • Experience with regulators and the regulatory exam process in a financial institution
  • High energy and creativity, an entrepreneurial spirit and the desire to work in a fast growth and changing environment
  • Ability to work within a matrix environment and cross functionally with operations and technology functions
  • Experience in working in close partnership with technology and engineers on product development
  • CAMS Certification or other Compliance certification such as CRCM or CRP, preferred
