AboutBI Luxembourg Treasury Barclays has 19 Treasuryemployees based in Luxembourg.Treasuryactivity carried on in Luxembourg can be classified into two broad areas, CollateralManagement and Intra-group Funding.
The Collateral Management area is responsible for structuring, executing and managing BI’sretained balance sheet securitisations.
It also manages the senior Barclays securitisation assets of theseplatforms held in Luxembourg and which are used in secured funding / collateralupgrade transactions with third parties (including BBPLC).
Luxembourg Treasury alsoprovides long term funding to other parts of the Barclays Group as part of theoverall Treasury strategy to manage the key financial resources of Barclays.
Overall purpose of role
BarclaysLuxembourg Transaction Management manages the ongoing requirements oftransactions executed by the Treasury Barclays Luxembourg and Global StrategicTransactions Groups (STG) - based in the US and UK - within the GFD.
Thisrole will support the Head of BI Luxembourg Treasury Transaction Management inleading the team to ensure that existing and new transactions are implementedand managed throughout their lifespan as expected.
In particular this role will involverepresenting BI Luxembourg Treasury and STG in various transaction andgovernance forums across Barclays.
Specificresponsibilities include :
Oversight and reporting on the existingportfolio of transactions and their associated life cycle events
Senior level support of the ProductDevelopment, Collateral Management and Execution teams in the development ofnew, or restructuring / unwinding of existing, transactions.
For example, managing NAPA process for a newtransaction / product if required
Represent thebusinesses at governance forums.Engagewith stakeholders in advance, during and after the approvals process to ensurean accurate understanding of transactions, the impact they will have on Barclaysand that questions or concerns raised are appropriately addressed prior toexecution
Ownership of senior business managerengagement and oversight of the process to provide regular managementinformation and provide business data for firm wide planning exercises (e.
g. BImonthly Outlook, High Level Shape and Medium Term Plan)
Develop and execute the developmentagenda across all aspects of the Transaction Management team, driving projectsto improve accuracy, efficiency and the strength of the overall controlenvironment
Provide oversight of the 100+ legalentities operated, ensuring adherence to Barclays policies and standards
Key Accountabilities
Dailybusiness management : Support the Head of Transaction Management to ensure that all businessactivities are completed accurately and in accordance with the terms ofapproval, applicable laws, regulations, Barclays policies and standards
Transactiondevelopment and implementation : Working with the broader team to develop andimplement transactions is a controlled and sustainable way.
Drive aspects of the approvals process acrossthe bank including engagement with infrastructure stakeholders
BusinessMI and Forecasting : Ownershipofthe business planning managementinformation processes, including the monthly BI Outlook, annual High Level Shape,Medium Term Plan and costs
Innovationand change management : Work with the Head of Transaction Management to develop and thenimplement business changes required to enhance control and adapt activcities tothe changing business environment including regulatory and business processchange through the utilisation of technology
Barclaysentity corporate governance : Oversightof all the legal entities managed by the businesses to ensure that theTransaction Management team operate them in compliance with company law,regulations and Barclays policies and standards
RecordsManagement Champion : Own the oversight, development and implementation of records managementrequirements and controls for the BI Treasury Luxembourg business
Stakeholder Management and Leadership
Significant interaction with seniorbusiness and Infrastructure management at both Director and Managing Director levelacross GFD areas (including BI Treasury, BP&A, Barclays CorporateSecretatiat and Group Tax).
Provide subject matter expertise on theimpact of the portfolio across a number of key metrics (P&L, RWA, BalanceSheet, Liquidity & Capital) and how that is expected to change over time
Be a principal representative of thebusiness in cross business / function initiatives, presenting the agreed businessposition and helping the initiative realise its objectives
Develop and maintain strongrelationships across a broad range of stakeholders to ensure that the businessreceives the required levels of technical and practical support to meet itsgoals
Understand complex ideas quickly andcommunicate them to non-specialists clearly so that they can understand theimpact of their areas and what is required of them
Decision-making and Problem Solving
Analyse transaction flows acrossmultiple legal entities, in several currencies and product types to the extentthat the impact on key consolidated & solus metrics is understoodWork withthe Transaction Management and other business teams, as well as Infrastructurepartners, to find a best fit booking models for structured transactions takinginto account conflicting priorities.
Work with the team to understandfinancial data (typically Balance Sheet, RWA, Income, Capital or Funding)provided from other areas of the bank and identify issues or inaccuracieswithin it and ensure explanations to the affected area are appropriate
Work with the transaction teams toensure the transaction regulatory analysis is sufficiently understood andsupported.Drive regulatory changeprojects to ensure compliance with changes in rules as they occur
Working within the broader team toidentify and resolve challenges for stakeholders outside of Treasury throughcollaboration
Risk and Control Objective
Ensure that all activities and duties are carried out in fullcompliance with regulatory requirements, Enterprise Wide Risk ManagementFramework and internal Barclays Policies and Policy Standards

Essential Skills / Basic Qualifications :
Degree or equivalent experience,ideally with some Finance or Accounting element
Ability to mediate between parties andbuild consensus across a range of business matters
Strong analytical skills, particularlyof financial data such as Balance Sheet, P&L, Capital and Funding
Ability to communicate complex ideas toa broad range of internal stakeholders, including senior management in bothverbal and written format
