Guardian is seeking a Project Manager part of the Engineering Excellence Team , based in Luxembourg. This position will work cross-
functionally to help deliver on-time, on-budget projects with base plant reliability. This position offers the opportunity to join a team of individuals dedicated to excellence and safety across the globe.
Ensure projects are executed with deliberate application of all elements of Market Based Management which emphasizes alternatives development and economic thinking .
Ensure projects are developed and executed with disciplined application of the Guardian C-PEP process including tight and effective scope / cost / schedule control and that key learnings are captured and incorporated in the process for future projects (see more detailed break out below).
Communication - Take the lead in representing projects to the Project Steering Team and / or Executive Steering Team, ensure appropriate metrics are developed and routinely communicated.
This includes ensuring the Steering Team is connected to project progress and key risks, and is making timely decisions to support the project objectives.
Maintain clear project objectives, commercial bets and economic expectations that are aligned with Guardian’s vision and key strategies.
Ensure projects are appropriately staffed to meet objectives.
Ensure alignment of business, key stakeholders, and operating capabilities to achieve the on-time, on-budget projects with base plant reliability.
In alignment with the project team and Global EHS / Legal capabilities, ensure that the project has appropriate plans for permitting and that the permit plan fully integrates into the facility permitting strategies.
Candidates successfully aligned with Guardian’s C-PEP process will :
Ensure compliance and EHS performance are met. Measure project EHS performance which includes, but is not limited to, selection and management of contractors and suppliers.
Apply the Decision Making Framework process to project requests in order to evaluate business goals and projects to capture those goals.
Consider alternative goals, projects, and zero options.
Clearly identify the Project Owner and Sponsor and ensure they are aligned with the project goals and Project Process.
Clearly capture agreed upon business goals and scope of work for each phase.
Engage a project team with the right virtue and talents consisting of Cross-functional Capabilities to the project to ensure alignment with and execution against the project goals and scope;
and, ensure continuity.
Use project process appropriate to the size and scope for phased development, approval, and funding. This includes : Project Charter and Execution Plan appropriate to each phase and the project scopeDisciplined application of Gatekeeping and review of completion of phases and the readiness of the project for the next phase of development / execution and fundingClear understanding and communication of project scope, performance expectations, and estimated cost range and risks appropriate to the current project phase
Perform disciplined Front End Loading (FEL) prior to full funding to develop engineering and business documents and studies appropriate to the Scope of Work this includes :
FEL appropriate estimate
FEL appropriate schedule
Project Execution Plan appropriate to the work
Design and project deliverables appropriate to the project
Ensure funding is approved at the appropriate level prior to committing expenditures.
Assess risks of performance against the project goals (business goals, cost, schedule, operations, & compliance) and mitigate the risks with clear ownership and accountability.
Create a project scorecard that includes final output measures as well as input measures of project status and predictors of project success and assess after completion.
Provide accurate cost and execution control with a clear change management process.
Provide regular project status reporting and measurement of effectiveness to stakeholders.
Maintain project records and ensure appropriate project closure and records management.
Qualifications and Education Requirements
Bachelor’s degree in Engineering. MBA or Masters in Engineering / Project Management a plus.
Extensive Experience of Project Engineering and Project Management experience
Experience managing multiple construction contractors in brown field location
Strong financial acumen with analytical and economic thinking skills
Ability to provide senior level presentations and make business recommendations
