Based in PayPal Europe Middle East and Africa (EMEA) headquarters in Luxembourg, you will be part of the Payments Industry team (PP & E), tasked with supporting and managing a new business line for PayPal, card and token (virtual card) Visa / Mastercard card issuance enabling the PayPal account to be used not only on-
line, but extending the reach of the account to over 40 million merchants in-store and on-line and redefining the PayPal value proposition for our customers.
This new role will manage our day-to-day interactions with both internal stakeholders and external partners responsible for delivery of PayPal’s consumer and merchant card portfolios.
The successful candidate will be highly effective in supporting the day-to-day relationship management, monitoring and reporting, and issue-
resolution activities associated with our day-to-day activities. In addition, this candidate will be required to communicate, track and report on network (card scheme) and compliance (legal and regulatory) requirements and escalations as required working with the various PayPal functions (risk, compliance, legal, product, tax, treasury).
It is expected that this role will have room to grow as we grow the new card issuance business line in EMEA, and initially will be tasked with setting up the right reporting and monitoring processes, and operationalising these areas, and then expand into card portfolio quality management and further functionality and programme enhancements over time.
This role will report to the Senior Director, Head of Payments, EMEA, based in Luxembourg, while reporting on a daily basis to the Director of Card Issuance, based in London.
A typical day for the Product Manager Card Services will include :
Proactively managing the day-to-day relationships with PP&E’s external partners (credit / debit card processors).
Managing various aspects of Visa / Mastercard day to day compliance, relationships including card portfolio management, monitoring, and reporting against legal and regulatory requirements as well as global card scheme compliance and relationships.
Building strong relationships internally (finance, compliance, legal, marketing, product and integration) to enable our new card issuance business line.
Reporting on a regular basis PayPal’s compliance with various compliance requirements acting as contact point related to our PP Luxembourg Bank EU licensed entity, as well as other regulators and internal audit requirements in multiple geographies where PayPal introduces card payments agains the PayPal account.
Providing day-to-day business support, maintaining oversight and supporting business as usual activities as they relate to our internal and external partners.
Identifying, owning & managing to successful resolution issues or opportunities related to our day to day card issuing business.
Reporting on a regular basis (e.g.- monthly / quarterly) back to the Luxembourg Bank outsourcing team on performance of the services provided to the bank by the parent company, PayPal Inc / 3PL.
Partnering with the appropriate internal teams to ensure we track service levels associated with the card issuing programme, and highlight any areas for concern and proposed resolution plans to key stakeholders in a clear, concise and timely manner.
Participating in regular calls with operations and projects teams, identifying opportunities for improvement, escalating as required.
Tracking and delivering regular updates on BAU compliance and operational issues as they relate to our card issuing business line in EMEA.
Managing day to day operational relationship with Visa and Mastercard as relates to our card issuing (Mastercard only initially as the brand and scheme which will be our first launches in DE, UK, and other W. Europe markets.
What does Success Look Like?
We are seeking a highly effective team player with a collaborative approach and an ability to forge constructive relationships quickly whilst being able to work alone and deal with ambiguity.
This role is predominantly office based, with travel (primarily London) as and when required.
The role will require regular engagement with stakeholders based in the US so there will be a requirement for flexible working hours.

You have relevant years of experience in the payments industry, ideally in a bank’s payments environment and ideally in issuance.
A solid working knowledge of the payments landscape and / or ecosystem.
You have a basic knowledge of card payments & a good working knowledge of the payments landscape is preferred.
You are able to operate with the minimum amount of supervision and take the initiative when opportunities arise.
You possess strong organization and analytical skills.
You have a good level of proficiency with MS Office Word, PowerPoint and Excel.
You are a strong communicator and possess excellent English language skills (both verbal and non-verbal). .
You possess a good conceptual understanding of the key technologies employed in eCommerce and card payments.
