Main accountabilities :
Handles the capex procurement process in coordination with the Project Manager and local team, from the first stage of the project with early definition of the purchasing strategy until successful completion of contract execution, and notably :
Selects appropriate vendors for the tendering process
Performs the Risk Analysis for the project, as well as the implementation of mitigation actions
Handles the tendering process in order to ensure the short listing of the best offers in terms of equipment quality, availability and TCO.
Deploys purchasing productivity tools (e-RFQ, e-sourcing)
Ensures the respect of procurement process timeline and deontology
Lead the final negotiations for optimized contract which maximized purchasing performance.
Designs the contract aligned with General Conditions for Capital Purchases.
Obtains approval of the negotiation results as per ArcelorMittal governance
Reports in Capex Tool on projects under his / her responsibility
Applies AMP Quality Management Policy and objectives in his / her area of responsibility
Checks synergies, and bundles project negotiations with other Project Buyers or Procurement Managers when possible
Performs cost analysis and benchmarks on his / her project in order to ensure the submission of an optimized solution to IAC.
Shares his knowledge / lessons learned from previous experiences with the team
Coordinates local buyers activities in the frame of his / her project
Coordinates the evaluation process of the suppliers in his / her area of responsibility and reports to the Vendor Management Analyst
Minimum Applicant Attribute
Education / Qualification : Master
Subject : Engineering or Technical field as Mechanics, Electricity or Civil works Language and Proficiency Level : English Advanced
Other Minimum Requirements :
3-5y of experience in Purchases for ex. as Site Buyer , or in Engineering or Site Operations / Maintenance
Keen commercial sense
Dynamic, persistent, working autonomously and taking initiative
Good communication skills
Proficiency in Office Databases (Excel, Word, PowerPoint)
Italian and Spanish languages are a plus
